Clinton and Jason each have more than ten years of experience working in the areas of job analysis, test development, and test validation services. They have worked with clients in both government and the private sector to develop and validate a variety of employee selection devices (e.g., written tests, work samples, interviews, personality tests, etc.). They have also developed surveys assessing employee attitudes, organizational climate, client satisfaction, program/process effectiveness and 360-degree feedback for leadership development purposes.

Today, Dignity Health is the fifth largest healthcare provider in the nation. Soon, a new organization merging Dignity Health with Catholic Healthcare Initiatives (CHI) will be created employing more than 180,000 healthcare professionals. Kathy Tinios-Rose has worked for Dignity Health for more than six years and is co-leading the job description standardization project.
This presentation will cover how Dignity Health is standardizing roles system wide using a competency-based approach. Kathy will provide an overview of the process they created and a demonstration of the latest technology used to support this effort.
Kathy will also present examples of how Dignity Health is using competencies in major HR functions such as talent selection, training and development, and performance management. Lastly, an overview of our ongoing challenge with behavioral interviewing training will be presented along with our lessons learned, and some thoughts on how Dignity Health won the Best Place to Interview award for 2017 from the website GlassDoor.
For the past four years, Kathy has been co-leading Dignity Health’s job description standardization initiative, focusing on the roles of 63,000 employees across more than 400 care centers nationwide. Through this work, Dignity Health is linking mission-critical priorities with talent acquisition, performance management, and learning and development efforts.
Kathy has a passion for helping leaders find and retain purpose-driven talent who place a high priority on relationships, teamwork, and quality. She recently designed system-wide HR and leadership training on the Annual Performance Review and Behavioral Interviewing that helped Dignity Health win the Glass Door award for Best Place to Interview in 2017.
This year, Kathy presented at two international conferences including IBM Think in Las Vegas and Cornerstone Convergence in San Diego. Kathy has provided consultation services to many public agencies including CalPERS, Department of Consumer Affairs, SMUD, and the Placer County Water Agency. More recently, Kathy has consulted with Lurie Children’s Hospital, the Royal Bank of Scotland and Jaguar/Land Rover.

Shelley Langan, SPHR has more than 30 years of experience within a broad range of full service HR arenas. She is currently the Human Resources Manager for Placer County Water Agency. Prior to joining PCWA, Ms. Langan held leadership positions with the California Correctional Health Care Services, CPS HR Consulting, the California State Personnel Board, and the Sacramento Municipal Utility District. She is a frequent trainer and speaker and is active in professional organizations. She is a past-President and board member of PTC/NC, past officer and board member of the IPAC and active in WRIPAC. Shelley is the 2014 recipient of the Stephen E. Bemis Memorial Award of Excellence for Outstanding Achievement in Personnel Management.

This presentation demonstrates the utility of introducing an Item Response Theory (IRT) methodology, specifically the Rasch model, to complement Classical Test Theory (CTT) in the development and calibration of multiple-choice exams. Given the development and advances within IRT-methods and the prevalence of CTT in test development efforts conducted throughout the State, this presentation aims to demonstrate how modern IRT-based methods could be used alongside CTT to address current limitations in practice and improve the overall psychometric quality of multiple-choice exams. This presentation will show data from two prior administrations of multiple-choice exams to demonstrate how, through a consideration of examinee “ability”, the Rasch Model can: provide various sources of validity evidence, localize exam measurement precision, optimize exam length through eliminating redundant items, and equate test forms. The presenter will then draw some conclusions on the Rasch model’s feasibility, comparative ease of use to CTT, and expected challenges in implementation.
